Celer Network (CELR) is a cleverly designed layer 2 extension solution that provides off-chain transaction processing. The Celer platform provides fast, easy and secure off-chain transactions for payments and smart contracts. The project is one of the first to be developed using Substrate framework and is part of the Polkadot ecosystem. As for the overall goal of the network, its founders envision unleashing the full potential of blockchain and revolutionizing Dapps with a more efficient and productive output.
